Just saw your comment on the trip an ex-girlfriend and I made to Las Vegas in September. You asked where my girlfriend found a deal on a mustang rental (she got it for about 5$ a day, or close to it). It was actually an online mistake made by Payless that she capitalized on. You might get lucky and find something similar.
Whether or not to rent a car? hmmmm. . . . It depends upon how long you're staying and your planned itinerary. If you're not staying long and not traveling far, a car would probably be a waste of money. We stayed a week and visited a number of places off-strip. It provided invaluable flexibility. But if we had only stayed 2 or 3 nights we wouldn't have rented one.
I would not recommend using cabs. They're expensive, and if you're not planning on going off the strip you may not need them. Walking or public transporation could get the job done for far less. If do plan to move around enough to need taxis, you could just rent a car and get a lot more freedom for about the same or less money.
