Airport to Taipei around NT1,200, 40 minutes unless rush hour, which is around 1 hour. Can get to airport around 1 1/2 hours in advance but its kind of kelamkabut so 2 hours better. Shihlin market is the most common / popular. Raohe market has the halal place. Kunming restaurant is nt$500 for two people. If include drinks it would be a bit more. taxi in town will be nt$100 - 200. train will be 30 each way even for a long way.
