I discovered the Circulator buses and I would vote them as the Best in the world! For $1, you can transfer as may times as you want for 2 hrs in any circulator and metro bus! One day, I paid for a day pass $3 and had bus tours (yellow line from Union station to Georgetown and back, then the red line to harbor then the purple line for the museums and galleries and malls...) It was the cheapest tour I've had in my life! The drivers were so friendly and nice and they would pinpoint landmarks/ buildings and would tell us some interesting historical background/ trivia and even stopped long enough for us (mostly tourists) to snap pictures of those places.
By my 4th day, I knew the route well enough to help other people how to get to places...I met very nice and helpful people who made me feel so comfortable and compelled to do good to others who are also strangers in that city...I will always have a very good impression of Washingtonians... and the Reagan airport is super accessible- from the airport I got to baltimore by just taking their Metrorail until union station ($1.35 for yellow/red lines transfers compared to the $30+ taxi fare then the $7 marc train...before I learned that I took amtrak at $14-21/trip)
I wished I took the Tourmobile and saved myself walking so far between places I wanted to visit...but I had so much time anyway...The most memorable part of my tour is the one in Arlington and witnessing the Changing of the Guards ceremony at the Tomb of the Unknown Soldier had been a very solemn and impressive experience...For that 15-20 minute display of discipline (the inspection), I got to realize why the US military people are justified in their pride as being one of the world's best...
I just had no time to scout for budget-friendly hotels/inns outside the city along rail routes. If anyone know has recommendations, I will appreciate the info because I will definitely go back and I also enthusiastically encouraged my friends to go there even without joining expensive tours.
