If ...
1. You plan to go to the commonly known tourist area and visit places
mostly in the zona hotelera, then taxi (or bus) is your best choice. For common tourist spots like Chichen Itza, Tulum, Xel-Ha, X-caret, etc. you can always go with a tour.
2. You plan to check out some emerging tourist spots like Valladolid, Ek-Balam, Campeche, etc. then you might want to consider a car. However, you could always use express buses (or collectivo) if you think you will just need the transportation during the day.
3. You plan to have some night, long distance travel, then you definitely need a car. However, unless you are driving on a toll-way, I would not recommend driving at night unless you are in a tourist area of a big city (like Cancun, Playa Del Carmen, etc)
