Forbidden to non-Hawaiians

This is a taxpayer-maintained site, but visitors are not allowed to see it from inside unless they are Hawaiians engaged in a Hawaiian religious ceremony. This is improper. Churhces, synagogues and mosques are not even taxpayer-financed, but are commonly open to non-members. Government is not allowed to favor religion, or a particular religion, under the First Amendment. Why was this forgotten?
If all you want is an exterior view, this is your place. If you want to see the inside, you have to change your race and religion first.
