Horrible.
Granted, my fiancee and I went on July 3rd, 2006, which was prime time for heat and humidity, as well as holiday golf course traffic.
However, our experience at Pine Oaks was horrible. We are both decent but not great players (usually shoot between 90 & 100), and try to play relatively quickly and by the rules. There was a 2-some playing behind us, one had ETSU golf gear (looked to be a team member) on along with another guy who looked to be a little older. In the 9 holes they played behind us, they hit on top of us 3 times, with not so much as a "sorry", or an inquiry to play through.
The heat was getting to the both of us, and we were tired of being hit on top of so much, so we finished out the front 9 and I asked the kid manning the clubhouse if we could get a refund for the 2nd 9 for both of us. He offered a raincheck, but I told him we probably wouldn't be coming back due to the poor etiquette of what looked to be regulars of the course, and he still declined and had zero sympathy or empathy for our situation. They may have gotten 28 extra dollars out of my pocket, but I can assure that they will get nothing more from me nor my fiancee. There are better courses in the area for cheaper rates and better clubhouse service--and more importantly in my opinion a better all-around course (i.e.--Tri-Cities Golf Course in Blountville).
This course has potential, but it must improve upon it's customer service and also police it's regulations as to course etiquette to become playable to me again. My advice? Stay away, there are better courses within a 30 minute drive that you will enjoy more and come away with a good golfing experience.
