Before you go review your basic diving skills

We had a wonderful time in Cozumel. The hotel was basic but very clean with friendly cleaning staff and the front desk staff. For people who don't want to hang around the hotel but want to go diving (my wife and I) or go shopping (our daughters), the downtown location across the street from the boat dock, was ideal. The dive company, Aqua Safari, was a very dependable company with well trained and friendly diving crew.
We DID have one problem, however. After reviewing our diving records, the owner and manager of the shop, Bill Horn, REFUSED to let us dive unless we agreed to take a mandatory "refresher course" for $70.00 per person, because our last dive was 3 years ago. He was especially concerned about our 18 year old daughter who became certified in 2006 and had logged in 6 days of diving in Hawaii after that. Because we were already there and had pre-paid, we felt that our hands were tied at that moment WE THINK THAT THIS "RULE" OF HIS SHOULD HAVE BEEN SPELLED OUT IN OUR CONTRACT/AGREEMENT BEFORE WE AGREED TO THE DIVE VACATION. When we asked why this was not done, he replied "Because then the people would just lie and write that they dived more recently." We understand his point, and his liability issue if one of us got hurt, BUT I think there is an obligation for the arranger of the dive vacation, to warn the applicants that if they haven't dived recently (Bill states his limit is 2 or more years since the last dive) a refresher course may be required, and not included in the packages.
We ended up taking the class which included a video review, beach practice, and a boat dive. Looking back, I think the review was good for us, but we just didn't like the SURPRISE that was sprung on us when we were already there. He let us substitute one of the paid dives for the refresher, so at least, we got to do one boat dive that day.
