Kameido Tenjin Shrine, Tokyo

I took my parents here for the fuji (wisteria) festival which takes place around Golden Week (April/May). It was a good festival experience. Not too crowded by Japanese standards (meaning it was very crowded but bearable) and it had all the accoutrements of a Japanese festival. And the flowers were pretty and fragrant. So it worked out well. Unless something like this is going on or you are in the neighborhood for some reason, there is no reason to go here.
