Their menu is huge, and that means that they're being very ambitious as far as culinary range and kitchen logistics. Considering that, they do well.
Example: suppose you order a particular sandwich, and it's the only thing on the menu that has alfalfa sprouts, and one of the few that's on a croissant-- Result: well, you can definitely tell that the croissant didn't just come of out the ovens of a patisserie, not by a long shot, but the sprouts will be fresh, and the avocado slices will be at correct ripeness. So, the sandwich isn't perfect, but it's still a minor miracle that they get it almost there. (Namely, not bad for a town where you can't get fresh doughnuts.)
And for the meats-and-sauces stuff on the menu, the kitchen does very well, and makes great use of fresh catch local seafood.
The bar is well-stocked and the drinks are done well.
For *best* fancy-ish restaurant in Ketchikan, I'm torn between here and the rather more expensive restaurant at the Cape Fox Lodge; and I'd give a thought to the more casual Jeremiah's. As with Ocean View, those two also are occasionally hit-and-miss.
