We lived in Toluca for 13 years as expats and had a wonderful time. I would agree with the other respondent that Toluca is not an ideal tourist spot but, things to see in Toluca and the surrounding areas would include:

Shopping : Plaza Galarias
Los Portales (downtown)

I travel to Toluca on for business 5 times per year, and although I spend little time in the hotel, what I do experience is a service level seldom seen, especially in the U.S hotel chains. The rooms are elaborately ornate with hard wood floors, marbled bathrooms, gold fixtures and a small balcony overlooking an immaculate garden.

Ive been living in Toluca, Mexico for 3 months now. Here is what u can do here: shop in centro (downtown) Toluca, go to the movies, go to the museums (if u like museums), cosomo-vitral (if u like plants), the mall, and the plazas.
