If you rent a car it's best to steer away from cheaper local companies and stick with the world known names.
I have had an awful experience with a local rental company called Aerocar. The vehicles are poorly maintained, and the service is non-existent, especially if you are a foreigner. My credit card was also overcharged.

The old part of Salvador is a must see, and the traditional soups (I can't remember the name but your guide book will name them) are great.
