If you want to live close to San Francisco but can't afford S.F. rents, try Sunnyvale. There are some sketchy areas, and almost all of the neighborhoods look like they came out of a Brady Bunch episode. Other than that, there are a lot of places to shop and a lot of "pet friendly" apartments. It's also a quick drive to Palo Alto, San Jose and Santa Clara.
