    I just returned from a 23 day trip around Vietnam. I spent quite a few days in Saigon (HCMC) and only one of them was spent at the Saigon Star.

    It is a government run hotel, but it is definately a value for the dollar. You can negociate a decent price, and the place may look a little old, but it is in excellent shape.
