I am a resident of Toronto and read that there was a new wing that was completed and decided to check it out. I haven't been there since I was in elementary school. I rated it a great value cause I went for free because on wednesday night it is free. And there was lots of people there on a weeknight. I was able to view alot of the galleries ...
Yes, the exhibitions are very limited because of the construction, but I thought that the Henry Moore exhibit by itself was worth the reduced admission price of $5. There is also a small gallery of portrait highlights from the collection and on the first floor a gallery showing samples from self-portraits on 3x5 index cards sent in by ordinary people from all over the world.

do not go to Art Gallery of Ontario

The gallery is currently under construction and has very limited viewing. It is not worth the price of admission and it should not be included on the City Pass.
The AGO is currently in the midst of a huge expansion project (by Frank Gehry) so less than a quarter of the collection is now on display.
However, the AGO does have a great Canadian Art collection (particularly Group of Seven) and Inuit Art. The gallery is also known for its Henry Moore collection but his work doesn't do much for me. There's also at least one fairly good work by every major artist from the 19th century on.
