This one has gone downhill big time!

On our arrival on July 22nd, we were assigned a room that had the frame off the door on the outside, allowing anyone passing by to simply push in the latch from the outside to open the door. I tried it and it took one second to gain entry from hall. On request my room was changed.
We were told there was a laundry room, but one machine was broken. My companions occupying another room bought soap, and tried to use the other machine. After loading it, found out it would not accept coins. Front desk staff said they could not empty coin box, only the owner could so that, and owner was not available. No offer to replace soap dumped in.
Staff was civil but not frendly or overly helpful, except for one young man early in the morning. Had clerk talk to me while looking at some papers and didn't realize she was addressing me. That type of thing. I do not expect staff to be my best friends, but levels fell short on both our stays on the 22nd and 27th.
On the morning of the 28th I noted people were unable to get juice etc. for the "continental breakfast". When I mentioned it later to an employee, was told she forgot to turn it on.
I noted a message from management that requested tips for housekeeping staff not be left in the room, but be placed in a locked box on the counter. I have never noted such a request before anywhere in any country, and I certainly did not wish to have management control the money I left so I ignored instructions. My guess is it limits tips to staff.
On arrival home I noted that although our first reservations were for July 22, my MC had been charged on July 17th, and again on the 22nd. I emailed and phoned the manager, but never received any reply whatsoever. I later noted on my MC account, that on the 27th the errors of the 17th had been addressed. However, a short note would have allayed my concerns or better yet an explanation when I checked in on the 22nd or 27th.
I was not surprised that I got no reply, as the service model and culture within the hotel appears terrible, and the staff seems despirited and unmotivated in my opinion. It appears the problems are management and owner oriented, not with the staff itself. Leadership and expectations seem to be exceptionally low.
