Credit Card charged twice and no mistake

Nov 08 went for Trade Days with several girlfriends, had a wonderful time, Long Branch met our needs. Cheap & cheezy decor but we weren't there for deco. Very accommodating. Great, we booked another stay..ALL DOWN HILL FROM THERE!!! Booked next visit Jun 09 for December trade days, had to cancel July 09. Never was there a cancellation policy, refund policy anything like this discussed when booking...in fact he "secured" our stay by charging my credit card for 7 women at $60 night. When cancelling Tony told me he had to charge a 10% cancellation fee because the credit card company charges him a percentage regardless of the activity. Agreed. Months went by no credit applied to account..of course, I've been calling him..said he would take care of it, would call me back..so on and so on. End of September 09 he charged me the exact same fee again INSTEAD OF crediting me. Called him, said it was a mistake but again due to credit card company charges..he said he would send me a cashier's check for the full amount of both charges. WELL..you quessed it NO CHECK. Few weeks later called him again he said he thought someone took care of this. I called my credit card company had to go through paper work and phones call but they finally credited my account. OH NO, IT'S NOT OVER. Then just a couple weeks ago the credit card company calls Tony is contesting their refusal of payment stating that these charges were for non refundable deposit and cancellation fees. So now I still am fighting this. DO NOT DO BUSINESS WITH TONY!!!!!! PLEASE, I'D HATE TO KNOW HE IS CONTINUEING TO STEAL...THERE IS NO OTHER WORD FOR IT, HE IS A THEIF AND POOR BUSINESS MANAGER WITH NO MORALS OBVIOUSLY.
