Impossible to get a refund

My daughter-in-law and her husband stayed at the Chadwick Inn in July 2003 and M settled their account in the amount of US$ 697.70 by her Barclaycard Visa upon their departure. Then, on 7 October 2002 her Barclay Visa card was again debited US$ 697.70 by Chadwick Inn.
She has spoken to the manager who acknowledges that the hotel erroneously double processed the bill with Visa.
The Chadwick Inn have promised her a refund on numerous (10) occasions; all to no avail.
