lobby upkeep more important

Comfortable hotel, held my reservation open till I arrived at about 10:15 pm, was very well received by doorman. No concierge at desk, nobody offered to take my bags, message was left for me at desk--did not receive it--- (what I presume is normal 4 diamond service).
Then we got to our room-----1). Bathroom: a. paint peeling on ceiling b. fan was noisy c. fan cover was partially dangling. d. mirror and sink need paint touch-up. e.one of the bath towels had a large hole in it. ----2). Room: a.baseboards need paint touch-up b. lining under table chairs were torn and dangling-----3). Hallway: garbage bag in front of service elevator for at least 12 , if not 16 hrs.-----4). Complimentary fitness package was not in room as promised-----5).Parking: had trouble operating Hotel parking pass ie. had to swipe it at least five times on most occasions (also saw at least another patron having the same problem as I did).
Does upper management ever inspect its less expensive rooms, or is it a money saving exercise?
