Nightmare on the first night!!!

I was booked into a room on the first night that I would not house my cat in. It was smelly and dirty. Housekeeping came to "vacuum" the floor but it was still disgustingly filthy. I woke up at 2 AM to a stench that seemed to come from a sewer. I made purchases of cleansers, room deodorizers and "washed down" the doors, counter tops, dresser and sprayed the floor with Lysol disinfectant. I complained to the Manager on duty the next morning and she moved me to a clean and better room. My question is: Why wasn't I booked into a decent room on the first night in order to avoid my discomfort and humiliation?
I want to commend the Director of Sales, Ms. Faith Willis who was most accomodating, professional, courteous and kind. She epitomizes what every hotel owner would want in their representative.
