Customer Service needs improvement

We arrived June 1st, 2007 and checked out yesterday, Sunday the 3rd. We had two double beds on the 4th floor. All the basics of a hotel were met, cleanliness, value for our money and the spectacular view. But the customer service needs improvement.
Our first evening there we just wanted to sit and relax on the patio of the Swiftsure restaurant with our son, have some dinner, a few beverages and enjoy our evening, as it was quite a long drive to get to Victoria. Our dreams were burst, with horrible service and not so great tasting food. It took 25 minutes for a waitress to take our drink and meal order after we were seated. At one point after we had ordered our second beverages, my husband actually walked up to the bar and got them himself, as it was another twenty minute wait. From the time we ordered, it took one hour and 30 minutes for our mediocre fish and chips and penne pasta to come to our table. My husband who is studying to be a chef knows even at the busiest times, a person could wait up to 45 minutes for their meal. But it is the job description of the waitress to keep the patrons happy, our waitress seemed to not care and blamed the poor service on the kitchen. This was really a disappointing start to our mini vacation.
The staff at the front desk seemed cold. I never once saw any of them smile. Smiling doesn't hurt, but not smiling does hurt a businesses reputation.
The housekeeping staff were very pleasant, always smiling and greeted us with smiles.
View was great, beds were comfortable, however it was a small room, water pressure in shower was more like a trickle. Noisy from bar below with window open.
