Guest Security obviously not a priority

VIOLENT GUESTS CANNOT BE REMOVED BECAUSE THEY ARE WORKING THERE!!??!! Last night, two workers who are staying in the hotel doing construction at the hotel got into a huge brawl. My children were in the hall outside a friend’s room when they saw an inebriated man pounding and kicking on a door 2 floors below. The door was opened and he was drug into the room. Soon after, he and another man were punching each other in the hall area outside the room. Another man ran into the room to retrieve something he shoved into his pocket and ran into the stairwell. Another guest was directly across the hotel from this room and saw blood all over the men and the room. The fight continued as everyone waited for security. Security finally arrived and did NOTHING. They told my friend they didn't have enough evidence to call the police, although they also stated they entered the room and saw blood everywhere. I didn’t learn of the security statement until some time later, at which point I contacted the manager. I was wondering why the police hadn’t been called. The overnight manager, Brandon, stated he didn’t have enough evidence to call the police. But he said was taking care of everything and not to worry. I assumed (incorrectly) that this meant these men would be kicked out. The next morning, I passed these men in the hall several times. So I contacted the manager on duty, Mark. He stated the managers on the weekends "do not have the authority to have these men removed because they are contract construction workers." The only one with the authority to remove them is another manager named Mark and he wouldn't be in until the next morning.
Another guest who was in a room closer to these men stated they had heard arguing the night before this incident and were told by security to "wait 30 minutes." Security wasn't taking "noise" complaints at that time. If the arguing was still going on in half an hour, they would investigate.
We have stayed at this hotel 2 times prior without any problems, but we will never stay there again. Guest security should be the NUMBER ONE priority, not some "contract."
Oh, and incidently, this happened on the same weekend two people were shot not 20 yards from the hotel's front and side doors. I understand the hotel management cannot do anything about an incident on the street, and I certainly don't hold them at all accountable for any of that. BUT you would think that after such an incident, they would be even more concerned about guest safety. These men should have been removed from the premises on any weekend, but especially this weekend.
I sure hope their hotel improvements were worth the safety of their guests.
