Why would one elect to stay here?

We stayed 5 days and to get here you have to go through a fairly nasty slum in Fajardo, it's really weird. Drug addicts await you at the intersections, bars on all windows and doors, kinda like East LA.
Anyways, once you're there it's definitely the nicest place in town.
That's not good.
The Inn itself presents very nicely at first, the devil is in the details. For example we got a balcony room with no chairs, and it overlooked an industrial area. There is NO beach nearby, so you MUST rent a car. The taxi service is lackluster, late and very expensive, it will eat you alive!
The pools were nice and grounds well kept. Wireless internet if you sit in the lobby. Staff 'tude was mixed, we ate at both restaurants and they were adequate, one was way overpriced, and not always good. The service at times was very slow, but it's like that everywhere in Puerto Rico, it's part of the 'charm' - not so charming when the taxi you ordered for your flight home never arrives and you're forced to scramble.
Enter the normal minor complaints, calling for towels, overzealous night security guards, broken plumbing fixed quickly, blah blah....
There real question is why would one elect to stay here? I suppose compared to the nearby $400 a night El Conquistador it's a bargin, but for what? We had specific business in Fajardo but if I was on vacation there are a thousand other better places to stay but here (Fajardo) Situated where it is, it's just not a tourist spot, it's an island of "decent" in a pretty nasty little seaside town. I can't recommend it, sorry.
