Step over a dollar to pick up a dime

Familiarization trip to identify suitable lodging for large a number of participants in extensive training seminars to be held in Platte City on a continuous basis during 2011.
Members of the site selection committee guaranteed and paid for a three nights stay through Expedia.com (non refundable).
Severe weather conditions cancelled flights from the East Coast to KCI, so we requested a date change only a couple of weeks later.
The manager refused to simply change the date of the reservations. We asked for no refund only a date change due to the inclement weather and cancelled flights.
We decided that we would not give up the rooms and money on principal, and drove by car under extremely difficult conditions to Platte City.
Although the motel was in no way fully occupied we were offered only a smoking room.
Both of the security locks on the outside entrances were out of commission ,so anyone registered or not could enter the motel without passing the front desk.
The breakfast bar was to say the least minimal and very basic with little variety.
The bed covers had numerous burned spots, and of course reeked of stale cigarettes.
You could expect the room to smell like a smoking room which it did, but not the bed covers.
The bed pillows were not pillows of any substance and a request for three more pillows for better support only resulted in two additional pillows in case other guests might need some.
The overall cleanliness was pathetic.
Neither of us would sit in the side chair due to its dirty condition.
A very poor quality accomodation, with a poor (cheap) service management style.
Not only did the manager not make any money on a pre-paid unoccupied room, the Super 8 Platte City KCI Airport will now lose their portion of 40 seminar participant rooms for two weeks twice a month for the next 8 months.
Not accomodating a guest when it would cost nothing, and the request was outside of the guest's control (travel conditions) has cost this particular establishment several thousand dollars in revenue during the coming year.
I call that stepping over a dollar to pick up a dime.
