Regal International East Asia Hotel, Shanghai

I have stayed at the Regal hotel more four (4) times (much better than some of the other business hotels at this price point). If you can get one of the corner rooms above the 14th floor you will truly enjoy the view of Shanghai, albeit a far from the Bund or PuDong. Comfortable rooms, great service and more important - many, many, many things to do and restaurants to eat at very close by (conducive for foreigners). The breakfast is not really economical, although plentiful, there is a nice little cafe across the street (Cafe Kevin I believe) that you can get pretty much anything you want for a much better value.
