Securing a Room & Paying Are Messed Up

My husband booked me a room for a Thurs night & and Mon night for me and my sister. I was traveling to another town so I would only need the room for coming in flight and then leaving. He secured the room with his credit card. He then had to fax a photo of his CC for them to charge the room to it. I was only going to pay for the one night and then pay for the 2nd when I returned. However, the clerk charged me for both nights. I asked for them to change that and they did after a bit of a hassle. So when we returned, my sister was going to pay. However, they would not use my husband's CC to secure the room on Mon even though it was done previously. I want to know what's the point of using a CC to secure/save a room & then they won't even use it to make the charge. The front desk clerks couldn't even give an answer other than 'that's just the way it is.'
