Budget Hotel with Room for Improvement

We went to Nottingham over the weekend to shop and as a city tour; it was our third time there. We stayed in this hotel for the first time.
The hotel is centrally located and not very old, but quite unkept and already run-down. Carpets, curtains, furniture all are scruffy and there is little attention to detail. When we arrived, the reception and bar area was littered, the tables not wiped, the seats dirty - not very welcoming.
The room was ok, the bed fine, the linen clean. But here as well floors, shower, bedstand, curtains were scruffy. The bathroom was only superficially cleaned with mold in the shower. The shower cutrain was not wide enough and too short, so the room was half soaked after a shower.
The room was very quiet even though on a busy road because of double glazing. For some reason we had been given a family room (i.e. double room with the couch made up as a second double bed, so there was hardly any room to move).
After our first night, housekeeping did the bare minimum: replaced towels and tea mugs, but our room was neither vacuumed nor the bathroom cleaned. We had to ask for new toilet paper, a customer response form (the one on the desk was half completed by a previous guest).
Reception staff was friendly, but not very professional - more like students trained on the job with little guidance as they go.
Breakfast was a minimalist affair: rolls, butter, jam, 1 kind of packed cheese, cornflakes and some fruit. So on the second morning we went into town to eat there.
The room was quite affordable, but it was simply too scruffy to stay there again. Next time we will pick one of the many other hotels in the city centre.
