Beware of the game

Service:
When we arrived, the girl at the counter told us about 3 different rooms and rates available. We did not plan do spend much time in the room and so dispite her high-pressure tactics, I told her that
the cheaper ($650) room would be fine "as long as everything works." The trick is called "bait and switch" and in the "bait" room almost nothing works. You will not get internet or hot water. The TV is a 12in model. If you complain, you will be offered the switch. It's an upgraded room which costs nearly double. They did offer to give us another cheap room but acknowledged that (acording to plan) it would be no better.
The irony is that for that price, you can stay at a much better hotel in a much better location. We did! Try the CityExpress. The address is: Havre #21 and they are located 1/2 block from Reforma next to a very upscale plaza (Reforma 222). You should be able to negociate a rate of $850 per night for a brand new hotel with great internet, unlimited hot water and a free breakfast.
I'm sad to say that THEY GOT US! We were tired and decided to pay the difference and switch to something better the next day. My review is of the upgraded room since we were forced to reject the "cheap" room.
Finally, I found their attitude to be arrogant. It's a small hotel with a rickety elevator that smells bad -and they called me "cheap" !!
Cleanliness:
Below average. The bathroom was about average in terms of cleanliness but has a sewer smell, the carpet was much dirtier than average. (Wear white socks when you walk on the carpet and you will see what I mean!) I'd say that although the room, hallways, elevator, etc. were far from imaculate, they were tolerable for a single night. CityExpress, by comparison, is very clean.
Location:
The hotel is NOT in Condesa. It's actually in La Roma in a fairly decent area crime-wise but not as safe as Reforma and far from the restaurants and night life of La Condesa. Unfortunately, it is far from everything we wanted to see and you'll have to do everything by taxi since it's far from any public transportation. (Mexico City has a pretty decent mass transit system) I mentioned the CityExpress earlier in my review and make the point again that they have a much better location and are very close to several mass transit stops.
Value:
I think that the cost and value are way out of line. I further believe that this is deliberate. I support this conclusion with the comparisons I have made with CityExpress.
Conclusion:
I wouldn't recommend staying at Casa de la Condesa. Their behavior is unethical and it is a poor value. There are many other inexpensive hotels in mexico city that are much better. It was an unpleasand experience. We will not return
