Hager's Hilly Internment Camp

This campground is straight out of Deliverance.
And that's a shame, because with not very much effort it could be superb. The individual sites are large enough, and most are nicely shaded. It's set in and around the Kettle Moraine Forest, so the default scenery is very pleasant. Unfortunately, that scenery is marred by all the junk that Hager has collected. Rusting semis, ancient rotting mobile homes, old rusty fire trucks, a hulking old dilapidated backhoe, even a broken crane arm, barrels full of who-knows-what, large concrete . . Things. We never quite figured out what they were. Hager is obviously a pack rat in the finest tradition, but putting all this junk in and around the entrance to the campground was a bad move. People go camping to get out into nature, not to get out into a scrapyard.
Then we get to the rules. 2 pages of them, plus innumerable supplemental rules tacked all over the campground. (and if you read them well enough, you find a secret that lets you get a free round of minigolf in possibly the saddest course on record. Hint: Christmas lawn ornaments do not a classy obstacle make.) We learned from this lengthy list that we were locked into the campground from midnight to 7am, which isn't even legal, yet they do it anyway. Of course, you don't find this out until you've already paid. We also found innumerable and stupid rules, the violation of which results in, I kid you not, fines.
To cap the experience off, a man whom we assumed to be Hager himself cruises the campground on patrol at night in a golf cart fitted with red and blue police lights, which he runs whenever the cart is on. Not only does this seem stupid, and somewhat insane, but the lights are bright, and shine through tent walls directly into sleepers' eyes. The previous review's comment of 24/7 surveillance is completely accurate, from the Cop Cart right down to the cameras in the bathroom entryway.
The campground felt more like a reform camp for naughty middle schoolers than a place of relaxation that would be appealing to adults. There are much better places in the area to camp. This one should be avoided.
