\"Resort\" or low income rental apartments?

Apparently what once was a charming small property in Stowe has been taken over by a management company who has rented out several units as apartments. Not only is the place falling apart but the "tenants" are wandering about the property at all hours of the evening drinking and making noise. We will NEVER stay there again.
