paying for the hotel gym??

We stayed not in the hotel, but in the serviced appartments linked to it. Although there were no particular problems with our stay, I was shocked that they expected hotel guests to pay a 15� fee each time they want to use the fitness center!... surely that should be a complimentary service that is part of the whole experience and is meant to make guests feel good whilst they are far from home.
