I think Sahar meant 40 Billion Tomon, which is 40 Million dollar, which is still high for refurbishing a small size hotel, I think it is a decent hotel compare to other hotels in Tehran, price is affordable and access to airport is good, I always book it for my friends visiting from Italy.
